Modules are content boxes organized by the Joomla Module Manager. These boxes can contain practically anything including background images, foreground images, slide presentations, videos, polls and other forms. Modules are assigned to a Position in the template and there can be more than one module assigned to any one position.
Fusion can load individual modules inside of a drop down - or even all of the modules in an entire module position inside its dropdowns.
Loading Individual Modules
From the Joomla Administrator Control Panel, go to Menus, Main Men and either select an existing menu item to EDIT it or create a new menu item. Once at the Menu Item Edit screen, select the Parameters - Gantry/Fusion Control Panel. Then set theChild Item Type to Modules to load all modules setup on your Joomla site in a list. Select the module you wish to display in the dropdown.
Then, go to Extensions->Module Manager->module_name for the module you just set as a child item and type in the Position field a unique and unused name so the module won’t be displayed twice on the page. Make sure that this module is assigned to all pages on your site.

Set Child Item Type to Modules Positions to load all module positions on your Joomla site in a list. Select the position you wish to display in the dropdown.
This option appears to load all modules which appear in the given position into the Drop Down menu. Below is an example of multiple modules appearing in a dropdown:
